For nearly any other type of item, a general Bill of Sale can also be used.
To legally formalize the transfer, both you and the other party must fill out and sign the appropriate Bill of Sale form for the item being sold, transferred, or exchanged.

Illinois Vehicle Registration Forms
To register your vehicle in Illinois, you’ll need to submit the following documents:
- The vehicle's title, reassigned to you, with a completed and signed Odometer Disclosure Statement (Form VSD 333).
- A Bill of Sale form, fully signed by all necessary parties.
- Proof of valid auto insurance.
- A printed confirmation page of your online Vehicle Transaction Application (Form VSD 190), which you must present at an Illinois Secretary of State (SOS) facility within seven days of completing the form online.
- Upon visiting the SOS office, you're required to complete and sign a Private Party Vehicle Tax Transaction (Form RUT-50), available only at SOS locations.
- The financing company's name and address, if the vehicle is financed, provided at the time of application.
- For electric vehicles, an Affirmation for Electric Vehicle (Form VSD-861) form to apply for the Electric Vehicle (EV) Registration Fee Reduction.
- Sufficient payment for all registration, titling, and license plate fees.
Illinois Boat Registration Forms
To register and title a watercraft in Illinois, the following documents are required:
- A completed Illinois Watercraft Registration and Title Application.
- An ownership document, which can be either a manufacturer’s certificate of origin or a transferred title from the previous owner, along with any prior registration, if available.
- For boats with a recorded lienholder, a release of lien letter is necessary, along with a completed and signed Illinois Watercraft Registration and
- Titling Power of Attorney Form.
- A notarized Bill of Sale form.
- A secure payment method for all applicable registration fees and taxes.
Illinois Firearm Registration Forms
While Illinois doesn't have a formal system labeled as "registration" for tracking firearms and their owners, it does require individuals to obtain a Firearm Owner's Identification (FOID) card.
This card effectively records gun owners' information in the state. To purchase firearms, residents must first apply for a FOID card electronically, providing the following:
- Payment for all license fees, submitted electronically with the application.
- A color photo that meets US Passport specifications, uploaded to the FSB website.
- A completed application on the Firearms Service Bureau’s website.
- A current Illinois identification card or driver's license.
- For applicants aged 18 to 20, a legal affidavit of permission from a guardian is required.
